About Jeffrey

Dr. Jeffrey B. Matu is Co-Founder and Chief Learning Scientist at Frame the Change LAB. A learning scientist and education researcher, his work focuses on skills development, innovative pedagogies, and qualitative approaches to measurement and evaluation, with particular attention to vocational and technical education.

At the LAB, he leads the design of learning experiences and the pedagogical architecture of Fikira. As Principal Investigator, his current research centers on learner experience inside AI-supported tools: why people engage with them, and what that engagement actually produces. He is an adjunct professor at Stevenson University.

Before founding the LAB, he spent more than a decade at FHI 360 in Washington, DC, designing and leading workforce development and technical and vocational education programs across Africa, the Middle East and Central Asia, including the USAID-funded Morocco Career Center Project. He later served as Senior Technical Advisor for Education at Oxford Policy Management. As a research consultant for Advance CTE, he trains career and technical educators and their students to carry out Youth Participatory Action Research.

He holds a PhD in Workforce Education and Development and Comparative and International Education from Penn State University, a master’s degree in International Development Policy from Duke University, and a Master of Public Administration from Rutgers University.

Structured AI study companions in higher education: A design-based research study of the Fikira framework at Al Akhawayn University

Pilots Fikira in two School of Science and Engineering courses, Statistical Analysis and Engineering Stochastic Processes, to study whether structured, course-first use of AI improves students’ metacognitive engagement, confidence and responsible use of AI compared with unstructured use. The study will also produce a tested implementation guide that instructors can follow without technical expertise.

Rethinking Precision Education Through Low-Resource AI and Digital Equity in Technical and Vocational Education

A chapter for an edited volume of the UNESCO Regional Center for Educational Planning (RCEP). It defines precision education for vocational settings, asks what that takes in low-resource conditions, and compares Maryland and Morocco to show how policy commitments to individual progress meet the instruments that actually measure it.

In the classroom

Jeffrey teaches graduate program planning and evaluation at Stevenson University and returns each year as a guest lecturer at Johns Hopkins and Penn State. A good share of his teaching happens outside the university, with career and technical educators and their students.
